Create new image with dimensions 800x200px.
Create new layer and apply Gradient Overlay effect to it.
Note: if you are unable to apply the effect, use the Paint Bucket tool to fill the layer with any color and then try again.

Use Round Rectangle Tool and draw an object approximately this size 130x50px.

Rasterize the layer.
Use Elliptical Marquee Tool and make the following selection.

Press Ctrl+X to cut the selection and Ctrl+V to paste it back. This devides the layer in two pieces.
